PaaS provides a managed platform for deploying and running applications without managing the underlying operating system, runtime, or infrastructure. Heroku, Fly.io, and Google App Engine are PaaS offerings.

PaaS sits between IaaS (you manage VMs) and SaaS (fully managed products), abstracting infrastructure while giving developers control over application code.
